Issue: DCPromo out fails with fallowing error "Access Denied"
Details: Logon credential are proper account is performing DCPromo out is member of domain administrators group
Solution: Turn off the accidental deletion check box “Off” from server object or site services , NTDS settings and run DCPromo out once again.
Windows Server 2008 has a new feature, which allows you to protect objects from accidental deletion.
